
Banská Bystrica Self - Governing Region’s Regional Parliament is a body consisting of 49 representatives (MP’s) of the Banská Bystrica Self - Governing Region, elected in direct election for the period of four years. Functional period of the Regional Parliament is finished by vow taking of the newly elected Regional Parliament.
Stipulated rights of the Regional Parliament in the decision making sphere about the basic issues of the Self - Governing region mainly include:
- resolving on directives,
- determining the fundamentals of disposing with the Self - governing region’s property and the property conveyed to usage of the Self - governing region,
- passing programme of social, economic, and cultural development of the Self - governing region, regional development plans and programmes, as well as ground planning data of the Self - governing region and the ground plans of regions,
- passing the Self - governing region’s budget and its changes, check the drawing from the budget, passing the final balance of the Self - governing region,
- deciding about accepting a loan or a borrowing of the Self - governing region,
- deciding about announcing a referendum,
- organising, establishing, terminating and controlling legal bodies of the Self - governing region, naming and withdrawing their managers (directors), unless a separate Law enacts differently, as well as passing property share of the Self - governing region in a legal body,
- passing the agreements in accordance with § 5, passing (approving) associating of resources and activities of the Self - governing regions, as well as membership of the Self - governing region in associations,
- on the Chairperson’s proposal voting and withdrawing the Vice - chairperson (hereinafter only Vice - chairperson) from amongst the members of the Self - governing region’s Regional Parliament, define the rights on the Chairperson’s proposal, which the Vice - chairperson cannot exercise in time of the Chairperson’s absence, as well as determining appropriate remuneration to the Chairperson who is released from the position in the a long - term,
- establishing committees and other Board’s bodies, voting and withdrawing their Chairpersons and other members,
- voting the Main Controller of the Self - governing region (hereinafter only “Main Controller”) for the period of six years and withdrawing them and determining their remuneration and benefits,
- determining the remuneration to the Board members (§ 12 par. 6),
- determining remuneration to the committee’s members, who are not Board members,
- establishing the Self - governing region’s Office (hereinafter only “Office”) and determine its organisational structure,
- passing the negotiations and proceedings order of the Regional Parliament.
